Rent Increase
Further to minute 8.3 of the Environment Committee meeting held on 2nd June, 2008, members agreed to increase the allotment rent to 16 pence per square meter for the 2009/2010 period. This relates to the following charges for average plot sizes:
100 sq. meter = £16.00 per year (Maldon Hall site)
55 sq. meter = £ 8.80 per year (Brickhouse Farm)
To note that pensioners receive a 50% discount on this charge.
To consider whether there should be an increase in the rent for the 2010/2011 period as tenants require 12 months notice of any increase in their allotment rent. Should members approve an increase, notification will be forwarded to tenants with the invoice for the 2009/2010 allotment rent which is sent out late August.

Notification has been received from Moat Housing that an invoice is being raised for the licence agreement for a 6 year period at a cost of £75.00 plus VAT.

LEECH MEMORIAL GARDEN
To consider a proposal from the Town Clerk for a new information board for the garden to replace the existing board.

To consider a request from a member of the public for the installation of a dog waste bin within the garden. For information the recent dog waste bin purchased for the Leech Memorial Garden cost £198.00 plus £15.00 carriage + VAT.

AMENITY AREAS
Car Parking - Longship Way
Complaints have been received regarding a van which has been parked on the green at Longship Way for several weeks. A letter has been sent to residents requesting that the van be removed from the green. The sign stating, "Maldon Town Council - No Vehicular Parking on the Green" is no longer in situ. A quotation to replace the sign has been sought from the original supplier.

POETS ESTATE
Poets Estate Residents Association - AGM
To receive reports from Cllrs. Denyer and Stilts regarding their attendance at the Poets Estate Residents Association AGM.

Bus Shelter - Masefield Road
The ECC, Highways Officer has now visited the site and reported that their records show that only about 2 meters of the footway from the back of the carriageway is highway land. The possibility of having a shelter at this location would depend on its style. The paved area behind is not owned by highways and if a shelter is wanted in this location the permission of the landowner would need to be sought.
The designs of possible shelters will be available at the meeting and, if members feel that this is a suitable location for a shelter, to consider what type of shelter would be required. An application will then be submitted to ECC requesting grant funding for a shelter at this location.

WARE POND
An email has been received from a local resident who is concerned about the condition of the water in the Ware Pond. Upon investigation, blanket weed is in the pond. This is caused by over eutrophication (a process where water bodies receive excess nutrients that stimulate excessive plant growth), in this instance caused by duck faeces, bread being thrown into the pond to feed the ducks and a hot dry Spring.
To consider the following actions suggested by the Grounds Maintenance Contractor:
· pull out the weed - this will also take out any newts or tadpoles that may be present.
· Put in chemicals - this will also affect the wildlife in the pond;
· plant some water lilies in the pond to cut out the sunlight.

To receive the reports regarding monitoring of the contract.

Specification
To note that the current Grounds Maintenance Contract expires in 2010. At the Environment Committee meeting to be held on 14th July, 2009 members will be considering the specification for the contract to enable the tender process to commence for the new three year contract which is to be merged with the Floral Decorations Contract.
