VACANCY ON THE COUNCIL
Due to the resignation of Mr. Goulding from the Town Council and the subsequent display of public notices notifying of the vacancy for the West Ward, members are informed that an election has not been requested by electors. The Council is therefore required to fill the vacancy by co-option. Members are therefore requested to consider the following course of action to fill the vacancy:
· Public notices inviting applications by a given date be displayed;
· Applicants be invited to submit a brief written profile of approximately 50 words again by a given date;
· Applications be considered at the next Town Council meeting to be held on 29th October, 2007;
· Applications be invited to attend interviews at the Town Council meeting;
· From those applicants, members vote by show of hands or ballot to fill the vacancy.

APPOINTMENT OF A MEMBER TO SERVE UPON THE FOLLOWING COMMITTEES/WORKING PARTIES/REPRESENTATION OF THE COUNCIL
To consider the appointment of a member to serve on the following for the remainder of the municipal year:

MOOT HALL WORKING PARTY
Further to the Finance and General Purposes Committee meeting held on 3rd September, 2007 to set up and appoint members to a Moot Hall Working Party with the remit to improve the usage of the Moot Hall and to secure its future.

CHRISTMAS LIGHTS 2007
Further to the Finance and General Purposes Committee meeting held on 3rd September, 2007 to receive a progress report from Councillors.

CONFERENCES / MEETINGS / TRAINING
Notification of the following has been received. To consider whether a representative of the Town Council should attend.
a. National Association of Local Councils Conference - 5-7 October 2007
Bournemouth International Centre
b. Society of Local Council Clerks - One day regional conference at Thetford - 27th September 2007 open to clerks and councillors; cost £40 + VAT per delegate.
c. EALC Councillor Training Day 1 (first of a set of 3 Training Days) - Thursday 18th October 2007 at Great Dunmow; cost £50 per delegate
d. Essex Association of Local Councils - AGM Wednesday 19th September, 2007 Members are informed that this meeting is being held at the Essex Records Office, Wharf Road, Chelmsford, Essex CM2 6YT and will commence at 6.15 p.m. after the Annual "Making the Links" event which commences at 3.00 p.m. and is hosted by Essex County Council. To note that the Town Clerk and Town Mayor will be attending. A copy of the ECC, Local Area Agreement - Making Links, Working together for the future of Essex. A brief guide is attached for information.
