MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON 13TH NOVEMBER, 2006
To receive and consider the minutes of the Planning Committee meeting held on 13th November, 2006.
Minute 145.b.8.
Further to minute 107.5 of the Town Council meeting held on 20th November, 2006 to note that the resolution was amended to read:
RESOLVED: that the Town Council objects to the proposed change of use for the following reasons: members felt they could not consider a change of use for a building
that has not yet been built (the conservatory); insufficient vehicular and pedestrian access; insufficient sight lines on a blind bend; an increase in traffic flow which would be detrimental to the street scene and neighbouring residents. It was noted that on many occasions to allow vehicles to safely exit the car park it has been necessary for a person to stand in the middle of the road to look for oncoming traffic. Members also object under the Crime and Disorder Act 1998, Section 17.

PLANNING PROCEDURE AND LOCAL DISTRICT PLAN
Further to minute 138 of the Planning Committee meeting held on 30th October, 2006 to receive the following response from the Head of Planning Services, Maldon District Council:
Thank you for your letter of 3rd November inviting me to one of the Town Council's Committee meetings. I will of course be most happy to attend.
As you may know I have been carrying out a series of visits to local councils within the District and am usually accompanied by Cllr. Frank Delderfield, Chairman of the District Council's Licensing Committee. I hope that your invitation will extend to him too.
On this basis, we will both be able to attend your meetings on either 11th December, 2006, 8th January, 2007 or 22nd January, 2007.
As requested, I will update your Members on the new Local Development Framework for the District. You have referred also to a new "Planning Procedure" in your letter. The District Council has no "new" procedure for its handling of planning applications but I am happy all the same to give a general update of development control matters.
If members wish to raise queries on specific sites, I would appreciate advance notice of these so I can be of more assistance.
It is suggested that due to the change of staff that the date for the presentation should be 22nd January, 2006.

PART NIGHT STREET LIGHTING
To receive and consider a letter from Highways Maintenance , Essex County Council regarding the proposal to undertake a trial of part night operation for street lighting.
Members are informed that copies of the plans regarding this proposal will be available for inspection within the office prior to the meeting.

COMBINED ESSEX CATCHMENT ABSTRACTION MANAGEMENT STRATEGY: CONSULTATION DOCUMENT
Members are informed that the above document has been received in the office. The consultation period ends on 8th January, 2007. It is suggested that a member of the committee be nominated to review the document and submits a report on any relevant facts to be discussed at the Planning Committee meeting to be held on 11th December, 2006.
