To consider the appointment of Trustees to serve on the following Charities:

Dr. Plume's Charity
This Charity maintains the operation of Thomas Plume's Library as a public library in accordance with the Scheme of 20th June 1952 and the requirements of the Charity Commission, whilst being mindful of the intentions of Archdeacon Plume that it should be available as a scholarly resource.
The Trustees have at least three meetings each year and the Charity's Foundation consists of nine persons; two of whom are appointed by the Town Council but need not be members of the appointing body.
The current Trustees are Mr Roy Pipe and Mr Frank Hermann, both extremely active members of the Foundation. They have both indicated that they would be most happy to continue to represent the Town Council should members be minded to nominate them for a further three year period.

The Gepp Charity
This Charity was started in 1949 by the late Arthur Gepp, a former Councillor who left a bequest to the town for the purchase of a property (a house in Wantz Chase) to be let to anyone over 65, who had been a resident of the town for more than 10 years and who was in poor circumstances. The Charity manages the property. The bequest stated that the Town Council shall nominate at least four trustees to the Charity. The current Trustees are Messrs. Chris Norrington and Ken Russell and former Town Councillors Bannister and Rew. Mr. Norrington, the current Chairman of the Charity, District Councillor Rew and Mr. Russell have indicated that, should members be minded to nominate them, they would be happy to continue to serve on this Charity for a further four year period commencing from 1st January 2007.

DENGIE LINK BUS SERVICE
Further to minute 74 of the Town Council meeting held on 11th September, 2006 to note the following acknowledge from the Political Secretary to John Whittingdale MP:
Thank you for your letter to John Whittingdale regarding your proposed changes to the Dengie Link Bus Service.
John is presently away from parliamentary business but I know that he would want me to make enquires on your behalf without delay. I have therefore written to the Highways Manager at Essex County Council who are responsible for funding local transport. I know that John will be in touch as soon as he receives a reply.

"How many times during the period from October 2005 to September 2006 was the Town Hall opened for Hirers before the opening hours prescribed by the Council for the hire of the Town Hall."

COURSES, CONFERENCES AND CONSULTATIONS
EALC - Chairman's Day - Modules 5 & 6 - 31st October, 2006
Notification has been received of a one day "Chairman's Day" course - Modules 5 Chairing a Challenging Meeting and Module 6 - Visionary Leadership to be held on Tuesday, 31st October, 2006 at Foakes Hall, Great Dunmow at a cost of £50.00 per delegate. To consider whether any Councillors wish to attend.

EALC - Conference Day - 28th November, 2006
Notification has been received regarding a Conference Day being held on Tuesday, 28th November, 2006 at Foakes Hall , Great Dunmow between 9.30 - 3.30 at a cost of £35.00 per delegate. The topic for this conference will be the White Paper on Local Government which is expected to be published by the end of October. Speakers will include Justin Griggs, National Development Manager NALC - The Essex Resilience Forum. To consider whether the Town Council wishes to be represented.

MDC - Budget Consultation Event
Notification has been received from the Chief Support Service Officer regarding a Budget Consultation Event to be held on Monday, 30th October, 2006 in the District Council Chamber, Princes Road. The evening will include a presentation from the Chief Executive on the Council's Vision and Priorities. Please inform the Town Clerk should you wish to attend to enable your place to be reserved.

STANDARDS BOARD FOR ENGLAND
For the information of the Council, a complaint was made to the Standards Board about a Town Councillor by a resident of the Town; the Board decided not to refer the complaint for further investigation.
To consider whether the Council wishes to set up a Working Party to review how information from the Standards Board for England is handled.

MENTAL HEALTH FOUNDATION TRUST
Members are informed that District Councillor Tom Kelly has been elected as a Governor of the above Trust that will be launched next month. There will be 50 governors across Essex, of which two will be from the Maldon District. Cllr. Kelly will keep that Town Council informed of matters of interest to the Town.
