MALDON POST OFFICE, HIGH STREET BRANCH - RELOCATION TO BUDGENS STORES LTD
a. To receive and consider a letter from the National Consultation Team Leader, Post Office regarding the relocation of the Maldon Post Office to Budgens Stores Ltd.
b. To receive and consider a letter from the Liaison Officer, Postwatch.
c. To consider the consultation from the Post Office regarding the proposed re- location of the branch at 87 Washington Road, to premises at 79-81 Washington Road (copies herewith - members only)

MARKET HILL PUBLIC CONSULTATION
Further to minute 172 of the Planning Committee meeting held on 23rd January, 2006 to consider holding a public meeting regarding the speed of traffic and vandalism to properties on Market Hill; representatives of the relevant authorities be invited to attend.

TOWN CENTRE MANAGEMENT BOARD
a. To receive and consider the minutes of the Town Centre Management Board meeting held on 5th December, 2005. (copy herewith - members only)
b. To note that a meeting of the Town Centre Management Board will be held on Wednesday 22 February at 3.30pm to discuss its future, in the light of the expected withdrawal of funding by the District Council

MOOT HALL REPAIRS AND REDECORATION
The Council has received borrowing approval from the ODPM for a loan to undertake the repairs and redecoration of the Moot Hall. Members are invited to consider and if thought fit agree that a loan be taken out, and to agree the amount of the loan. The most up-to-date PWLB loan rates will be available at the meeting.

TOWN AND PARISH COUNCIL CHARTER WITH THE DISTRICT COUNCIL
Maldon District Council approved and adopted a Parish & Town Council Charter, at its meeting on 15 December 2005. The Town Council's Quality Status Working Party has been pursuing the establishment of a Charter. At its last meeting in October 2005, it was agreed that should a Charter be put in place, the next step would be for a meeting between Town and District Councillors to take place.

RESOLUTION OF CLLR. KEIGHLEY
In accordance with Standing Order No.14 to consider the following Resolution of Cllr. Keighley:
(a) that the Town Clerk be asked to prepare a list of organisations with which the Council is in partnership. And
(b) that all future partnerships shall be covered by a written agreement.

STANDARDS OF CONDUCT IN ENGLISH LOCAL GOVERNMENT: THE FUTURE

BATTLE OF THE BANDS
At the Finance and General Purposes meeting held on 16th January, 2006, it was agreed in principle that the Council would run a Battle of the Bands event if sufficient adult support was available. The only date when the Town Hall is available for the competition is 29th April, 2006 (a Bank Holiday weekend).
One of the main voluntary helpers, who dealt with all the back stage work and equipment set up is not available, and nor will the Town Council administrative staff be available over the Bank Holiday weekend. A group of young people who have previously held band competitions in the Town Hall have expressed an interest in running this event.
Members are therefore asked to consider:
(a) whether to hold the competition of 29th April, 2006
(b) whether to allow the young people to organise the event with the Town Council having no involvement and if so,
(c) whether to permit free use of the Town Hall for the competition or to provide some other form of support

To receive and consider a consultation document from Essex NHS, Strategic Health Authority entitled, "Proposals for the Reconfiguration of Cancer Services in Essex" The closing date for responses is 13th March, 2006

To receive and consider 3 proposed reconfigurations:
a) New Primary Care Trusts' arrangements in Essex
b) New Strategic Health Authority arrangements in the east of England
c) Configuration of NHS Ambulance Trusts in England

CONSULTATION ON THE DRAFT MALDON DISTRICT YOUTH STRATEGY
To receive and consider a consultation document from the Anti-Social Behaviour Co-ordinator, Maldon District Council regarding the Draft Maldon District Youth Strategy, entitled "Helping the Young People of Maldon District realise their potential". (copy herewith - members only)

ANNUAL TOWN MEETING
The Annual Town Meeting is to be held on Monday, 10th April, 2006. Members are requested to consider the format for the meeting.
Over the past few years, a guest speaker has been invited to the meeting and local voluntary groups have been invited to display information in the Hall. For 2006, one suggestion is for the new Chief Executive of the District Council to be invited to give a short presentation on issues relating to the Town.
