This charity has a small amount of money to help sick and needy people that reside in Maldon and Heybridge.

ROAD SAFETY WORKING PARTY
Public Survey
Further to minute 47 of the Planning Committee meeting held on 12th July, 2004 to consider a recommendation of the Road Safety Working Party meeting held on 28th June, 2004 (Note 4) regarding the following being publicised in the local press in respect of the pedestrianisation of Maldon High Street:
"The Town Council are seriously concerned about the amount of traffic in the High Street:
a. Have you any views on pedestrianisation - Where from? Where to?
b. When - i) 24 hours;
ii) while shops are open.
Access for buses that stop in the High Street, taxis and the emergency services would not be affected.
No proposal can be considered until the pavements have been replaced at the top of the High Street."

COURSES / CONFERENCES
Essex Association of Local Councils (EALC)
Further to minute 17.3 of the Finance and General Purposes Committee meeting held on 19th July, 2004 members are informed that notification has been received of the following EALC courses: (Local Government Act 1972 s.112)
a. Budgeting and Precept Course
A half day course to be held at Foakes Hall, Great Dunmow on Thursday, 9th September, 2004 at a cost of £25 per delegate. The course will give advice and guidance on drawing up a budget for the Council and setting the precept. For information the Town Clerk will be attending this course.
b. Law and Procedure Course
A one day course to be held at Foakes Hall, Great Dunmow on Tuesday, 28th September, 2004 at a cost of £41 per delegate. Members are informed that Cllrs. Mrs. Riesebeck and Savage attended this course during April.

Essex Training Partnership - "You Can Plan for the Future of Your Village (or Community)
Notification has been received from The Essex Training Partnership of a course entitled "You can Plan for the Future of your Village (or Community), Come and Find Out How!" to be held on Tuesday, 19th October, 2004 at Foakes Hall, Great Dunmow from 9.30 a.m. until 1.00 p.m. at a cost of £25 per delegate. The tutor for this course is from the Rural Community Council for Essex. (Local Government Act 1972 s.112)

Conference
Notification has been received that the Annual Village Halls Conference of the Rural Community Council of Essex is to be held on Saturday, 16th October, 2004 at Saling Village Hall commencing at 9.45 a.m. until 3.30 p.m. at a cost of £13 per head including coffee and buffet lunch. Topics of discussion include: Managing Asbestos in Village Halls, Licensing and the Implementation of the New Law, Renewable Energy Schemes for Village Halls, Essex Environment Trust and Village Halls Question Time.

Further to minute 42 of the Planning Committee meeting held on 12th July, 2004 and the letter of the Town Clerk dated 27th July, 2004 enclosing a copy of the letter from Canon D. Atkins, members to note that other than the original acknowledgement no further communication has been sent to Canon Atkins. The response from the Chairman of the Planning Committee is still awaited. It would be appreciated if members could bring their copy of the letter from Canon Atkins to the meeting.

CHRISTMAS ILLUMINATIONS
Further to minute 6 of the Finance and General Purposes Committee meeting held on 15th June, 2004 to receive a response from the Chairman, Victorian Evening Organising Committee, Maldon Chamber of Trade and Commerce regarding the switching on of the Christmas Illuminations. In view of the content of the letter it is suggested that the Switching On Ceremony takes place on Saturday, 27th November, 2004 in the same format as in previous years. (copy herewith)

MALDON DISTRICT COUNCIL YOUTH STRATEGY
Notification has been received from the Community Safety Manager, Maldon District Council regarding the planning of its Youth Strategy throughout 2004/05 and in this respect they are holding a half day visioning event on Wednesday, 22nd September, 2004 between 9.00 a.m. and 1.30 p.m. in the Training Room, Maldon District Council. Members are requested to consider the appointment of a representative to attend this event.

Further to the Parish Liaison Meeting held on 27th July, 2004 and the presentation by Roy Read, copies of maps of Maldon have now been received within the office for details of open spaces to be identified. Members wishing to include areas within their Wards should contact the office.

PLUME SCHOOL, SPORTS FACILITIES
To receive and consider the following letter from Mr. B. Barnes, Project Co-ordinator, Plume School regarding new and improved sports facilities at the Plume School:
As a result of the sale of our redundant tennis courts we are in a strong position to greatly improve our sports facilities for the benefit of both the school and the town.
A Working Party has been set-up and at our meeting yesterday afternoon it was agreed that we should seek to co-opt a member of the Town Council to join us in this important and exciting initiative.
Therefore I am writing to ask if this would be possible. The working group meets every four to six weeks at 3.30 p.m. at our Fambridge Road campus.
The date of our next meeting is Tuesday, 7th September. We would be very grateful if you could pursue this matter for us.
Members are therefore requested to consider nominating a representative to attend these meetings.

ACHIEVING EXCELLENCE: OUR PERFORMANCE AND OUR IMPROVEMENT PLANS
To receive the following letter from the Chief Executive, Essex County Council regarding the publication of their Performance Plan.
The Council has now published "Achieving Excellence: Our Performance and our Improvement Plans"; covering details of our performance during 2003/04 and our targets for the future.
This Plan summarises our performance over the past year and sets the scene for the work we are doing to deliver our priorities and improve services over the coming year, including the targets we have set ourselves. It also details our plans for working in partnership with others to improve outcomes for the people of Essex.
The Performance Plan is available for reference on the Council's website at www.essexcc.gov.uk/bvpp. To minimise costs we have not sent copies to all Parish Councils, but would be happy to provide one on request.
