That this Council writes to the Standards Board for England requesting that in view of the fact Cllr. W. Prior has breached the Council's Code of Conduct, the Adjudication Panel for England should be requested to reconsider the terms of sanction and include suspension from the Maldon Town Council.

MARINE LAKE
Further to minute 132 of the Town Council meeting held on 20th December, 2004 to receive the following response from the Chief Executive, Maldon District Council:
Thank you for your letter of the 22nd December, 2004.
I note the concern of the Town Council in relation to my Council's decision. However, you will appreciate that the Council's decision was made following a full and detailed assessment of all the issues including health and safety considerations. I am sure that you agree that we must now move on and together make this exciting project a success for Maldon and the surrounding area.

EAST OF ENGLAND PLAN
Further to minute 157 of the Planning Committee meeting held on 24th January, 2005 where members considered the verbal report of Cllr. Mrs. Riesebeck regarding the East of England Plan. A copy of the briefing notes in respect of the East of England Plan and the Essex County Council - Key Issues for Essex and questionnaire were circulated to all members of the Town Council (Please bring your copy of these documents to the meeting).
Members are reminded that documents regarding the East of England Plan, which Cllr. Mrs. Riesebeck received whilst attending the Mid Essex Forum, are available for inspection in the office.
In this respect, members are requested to consider:
(a) Town Councillors comments regarding their attendance at the East of England Plan seminar held in the Training Room, Maldon District Council on 8th February, 2005;
(b) the Town Council's response to the East of England Plan.

60TH ANNIVERSARIES OF V.E./V.J. DAY
Further to minute 8 of the Estimates meeting held on 6th December, 2004 members will recall that a sum of £1,500.00 has been included in the 2005/06 Estimates for the VE/VJ Day 60th Anniversary. In this respect, members may wish to form a Working Party to discuss the 2005 commemorations and it is suggested that it would be beneficial for the British Legion to be consulted regarding this matter.

PUBLIC WORKS LOAN
Further to minute 69.2 of the Finance and General Purposes Committee meeting held on 17th January, 2005 to resolve that the £20,000 shown in Estimates as P7.1 - Expend. Public Works Loan - be utilised in respect of the Capital project of refurbishment works at St. Peter's Churchyard as detailed in the minute and the Office of the Deputy Prime Minister be contacted regarding this matter.

Attendance at Meetings
Members are reminded that to obtain and retain Quality Status it is a requirement that all councillors should attend meetings on a regular basis, unless they have a good reason for not attending and apologies have been recorded.

Quarterly Newsletter
Members are aware that one of the mandatory requirements of Quality Status is to produce regular communications and in this respect, although regular press releases are issued and an Annual Report produced, members should consider the production of additional newsletters and the format this should take. In this respect, members may wish to consider a regular feature being included in the publication "Maldon and Heybridge Community News" perhaps three or four times a year.

Certificate in Local Council Administration - CiLCA
Members are informed that notification has been received from the Essex Association of Local Councils (EALC) stating that, from the 17th January, 2005, the Accrediting body for the Clerk's Qualification have made the decision to withdraw the accreditation due to their own internal workings. The National Training Committee have now secured the new awarding body and the qualification ceases to be AQA and becomes Certificate in Local Council Administration (CiCLA). The AQA award is still recognised for all clerks who have achieved it.

You Can Plan For the Future of Your Village (or Community)
Notification has been received from the Essex Training Partnership regarding a course entitled, "You Can Plan for the Future of Your Village (or Community)" to be held on Tuesday, 1st March, 2005 from 9.30 a.m. - 1.00 p.m. at Talberd Room, Foakes Hall, Great Dunmow, Essex at a cost of £25.00 per delegate. The items to be covered by the course include:
Parish Plan, Village Appraisals, Village Design Statements and Identifying and Accessing Funding Sources.

Notification has been received from the Essex Training Partnership regarding a "Council Finance" course to be held on Wednesday, 9th March, 2005 from 9.15 a.m. - 3.30 p.m. at the Talberd Room, Foakes Hall, Great Dunmow, Essex at a cost of £41.00 per delegate. The items to be covered include:

CINEMA
Members will recall that originally it had been agreed that a film would be shown on Sunday 27th February, 2005 but, in view of the fact that the film scheduled to be shown on that date, "Spider Man ll" had been shown during January, as it had been decided not to show "Day after Tomorrow", because of the Tsunami disaster, a film had not been chosen for 27th February. As the film "Passion and the Christ" is to be shown on Sunday, 6th March, 2005 members of the Cinema Working Party have agreed that their will be no film showing on Sunday, 27th February, 2005.
