MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON 18TH AUGUST 2003
The minutes of the Planning Committee meeting held on 18th August 2003 were circulated to members.
Minute 76 - Wantz Road Area Residents Group (WRARG)
Reference was made to recommendation (c) of this minute and the fact that during the discussions it had been suggested that the 'Town Centre and access only' sign should be placed at the end of Mundon Road and not Wantz Road. Traffic using the by-pass would then be discouraged from using Mundon Road/Wantz Road. It was also suggested that there should be a further sign directing traffic approaching the Mundon Road roundabout from Latchingdon stating 'through traffic turn left'.
RESOLVED: that (a) the words 'Wantz Road' in recommendation (c) minute 76 be deleted and the minute read as follows: to consider the installation of a 'Town Centre and access only' sign at the bottom end of Mundon Road and a further sign stating 'through traffic turn left' at the roundabout from the Latchingdon approach road;
(b) in all other respects the minutes of the Planning Committee Meeting held on 18th August, 2003 be signed as a true record.

PLANNING AND DEVELOPMENT SERVICES BEST VALUE REVIEW
(a) Members received a letter, questionnaire and information on the Planning Enforcement Policy;
(b) members considered the response to be submitted in respect of the questionnaire and each question was discussed.
With regard to "Information Produced on Development Control Matters" and the documents produced by the District Council, in answer to a question the Town Clerk informed members that copies of the Area Committee Agendas were forwarded to the Town Council office for information. It was suggested that receipt of these should be included on the weekly mailing list; members can then view them if required.
With regard to question 13 - Is there any other information which you would like to receive? - the view was expressed that if building requlations show any works that could affect adjacent properties the owners of the properties should be notified. In this respect reference was made to the Ware Pond and the fact that it appeared from building regulation plans that a section of surface water drainage from the adjacent development may be channelled into the Pond. This matter would be discussed at a future Environment Committee meeting.
Reference was made to the Planning Enforcement Policy and it was suggested that further clarification be sought regarding "Discontinuance notices" - 2.5.3.
RECOMMENDED: that (a) the information be noted and the response attached as Appendix A to these minutes be forwarded to the Maldon District Council.
(b) details of receipt of the Central Area Committee Agendas be included on the weekly mailing list to members.

Members received from the Highway and Transportation Services Manager, Essex County Council a copy report to the Maldon District Council Planning and Licensing Committee meeting held on 28th August 2003 detailing the Highway Maintenance and Capital Programme 2003/2004.
RECOMMENDED: that the information be noted.

THE ROAD TRAFFIC (PERMITTED PARKING AREA AND SPECIAL PARKING AREA) (COUNTY OF ESSEX) (DISTRICT OF MALDON) ORDER (No 2) 2003
Information had been received from the Principal Legal Assistant, Essex County Council that the above Order had recently been made, the Public Notice appeared in the South East Essex Evening Echo on the 7th August 2003 and the Order came into operation on 14 August, 2003.
Discussion ensued regarding the introduction of waiting restrictions at Chelmer Terrace and reference was made to various local maps depicting Chelmer Terrace incorrectly.
RECOMMENDED: that the information be noted.
