MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON 29TH APRIL, 2003
The minutes of the Planning Committee meeting held on 29h April 2003 were confirmed and signed as a true record.
Due to the fact that County Councillor B Mead was present at the meeting to make comment regarding agenda item 11, the Chairman brought this item forward:

SPEED SIGNS IN THE LOCATION OF THE HIGH STREET PEDESTRIAN CROSSING
Further to minute 7b of the Annual Town meeting held on 16th April 2003, members considered
(a) the installation of 30MPH speed limit signs in the location of the pedestrian crossing in the lower end of the High Street. The view was expressed that 30MPH speed signs would not be necessary if the traffic speed was more efficiently enforced; it was felt that the public should be aware of the national speed limit. The Town Clerk informed members that this item was included on the agenda as a result of a request from a member of the public at the Annual Town meeting. Members felt that the entire town should be restricted to 20MPH.
(b) members discussed the recent removal of the traffic calming at the junction of the High Street and Wantz Road; it was felt that the general opinion of the public was that traffic calming should be reinstated or road narrowing be introduced in several locations along the length of Wantz Road.
The Chairman adjourned the meeting for County Councillor B Mead to speak on this matter.
Cllr Mead said that if the entrance to Wantz Road from the High Street was closed it would just move the problem elsewhere, he felt that the unwanted traffic that uses the town as a cut through should be encouraged to use the by-pass. He said that the entrance to Wantz Road should not be closed but the traffic should be slowed down and he informed members that he supported the installation of chicanes and residents parking in Wantz Road. Cllr Mead invited members to attend a meeting to be held the next day with Mr. Broad, Highways, Essex County Council to discuss the options available for traffic calming in Wantz Road and he said he would ask Mr. Broad to forward a report on the meeting to the Town Clerk. Cllr Mead also informed members that Maldon is programmed to have a 20MPH speed restriction implemented throughout the High Street in the future.
The Chairman thanked Cllr Mead and reconvened the meeting.
Cllr Shrimpton felt that provision should be made for safer cycling in Mill Road and Wantz Road. Cllrs Mrs. S Riesebeck and S Savage said they would attend the meeting with Cllr Mead and Mr. Broad and members agreed to defer this item until the report of the meeting had been received.
RECOMMENDED: that (a) an article be placed in the Maldon and Burnham Standard to raise the awareness of the public to the National Speed Limit in the town;
(b) the removal of the traffic calming at the junction of the High Street and Wantz Road be deferred to a future meeting when the report has been received from Mr. S Broad, Highways, Essex County Council regarding the site meeting held on 20th May 2003.

(a) Members considered the appointment of two members to represent the Town Council at the Blackwater Siltation Group meetings and it was
RECOMMENDED: that (a) Cllrs Mrs. S Riesebeck and S Savage represent the Town Council at the Blackwater Siltation Group meetings.
(b) Members received correspondence from P Ripton, Environment Project Manager, Environment Agency regarding the appointment of the new Chairman and the cancellation of the meeting which was to be held on 13th May 2003. Cllr Savage expressed concern regarding the delay in holding a meeting ,and felt that a copy of H R Wallingford's report should be requested.
RECOMMENDED: that a letter be forwarded to P Ripton, Environment Project Manager, Environment Agency expressing members concerns regarding the cancellation of the meeting and to request a copy of H R Wallingford's report as soon as it is available.

MALDON DISTRICT DRAFT REPLACEMENT LOCAL PLAN
Further to minute 215 of the Planning Committee meeting held on 31st March 2003, members received and considered the response from Leonie Alpin, Planning Policy Officer regarding the report on the targeted customer survey carried out by the Maldon District Council which stated that there was a 30% response rate which was about average for postal surveys.
RECOMMENDED: that the information be noted.

RENEWABLE ENERGY AND THE PLANNING SYSTEM
Further to minute 223 of the Planning Committee meeting held on 14th April 2003, a report (Appendix A) prepared by Cllr Savage regarding his attendance at a seminar held on 29th April 2003 was circulated. The seminar had been arranged to bring Renewable Energy and the Planning System to the attention of Parish, Town and District Councils and Cllr Savage said he would be attending future meetings to discuss this matter. In answer to a question regarding solar panels, Cllr Savage stated that these can be installed now providing they do not go beyond the roof line. It was suggested that the following should be added to the Town Council's Policy statement 'New developments should include renewable resources and sustainable energy'.
RECOMMENDED: that (a) the following be added to the Town Council's Policy statement 'New developments should include renewable resources and sustainable energy';
(b) the report of Cllr Savage be noted.

GATE STREET MEWS, MALDON - REQUEST FOR WAITING RESTRICTION
Members received and considered correspondence from Mr. A Dellar, Highways and Transportation Group, Essex County Council and a copy letter and petition from Ms. Puxley of 23 Gate Street Mews regarding yellow lines at the entrance of the Mews.
RECOMMENDED: that a letter supporting the petition regarding Gate Street Mews be forwarded to Mr. A Dellar, Highways and Transportation Group.

PROPOSED ORANGE BASE STATION IN MALDON
MALDON WATER TOWER
Members received and considered a pre-application consultation from Orange regarding the above site.
Cllr Savage felt that if the pre-application for a base station on the water tower in Maldon was approved it could set a precedent and could be to the detriment of this heritage town. Cllr Mrs. S Riesebeck suggested that perhaps the Town Council should consider locations that would be suitable.
The Chairman proposed that the pre-application for a base station on the water tower in Maldon be put to a vote and as there was a tie the Chairman used his casting vote and it was
RECOMMENDED: that a letter be forwarded to the Acquisition Agent, Orange stating that the Town Council agrees in principle to an Orange base station on the Water Tower, Maldon.

LOCAL TRANSPORT PLAN (LTP): THIRD ANNUAL PROGRESS REPORT (APR) CONSULATION DOCUMENT
Members received and considered correspondence and the Annual Progress report from the Head of Highways and Transportation, Essex County Council.
Members expressed the view that there was no reference to rail policies within the document which goes against sustainability and promotes the use of cars. Further discussion ensued and it was
RECOMMENDED: that a letter be forwarded to the Head of Highways, Essex County Council requesting that it would be appreciated if such documents could be received earlier to allow more time for discussion and to enquire what 'Maldon Town Centre Improvement' works are proposed costing a total of £955,000 (page 18 refers).

Further to minute 94 of the Environment Committee meeting held on 25th March 2003 and minute 183a of the Planning Committee meeting held on 17th February 2003, members received a response from Mr. S Broad, Highways and Transportation Group, Essex County Council regarding the above proposals.
Discussion ensued and it was
RECOMMENDED: that (a) requests be forwarded for the provision of 'no cycling' signs at the footpath between Anchorage Hill and Fairway Marine Engineers to be included in the locally determined budget;
(b) no further action be taken regarding the provision of a parish light until further information is received regarding ownership of the path;
(c) in all other respects the report be noted.
