BLACKWATER ESTUARY SILTATION STEERING GROUP
Members received (a) the minutes of the Blackwater Estuary Siltation Steering Group meeting held on the 29th June 2002;
(b) the following report from Cllr Bannister regarding his attendance at a meeting of the Group on 18th June 2002.
Cllr Bannister reported that Essex and Suffolk Water had indicated that they wished to undertake a larger scale dredge later this year in areas opposite The Downs playing field and at a point opposite Hythe Quay. English Nature as consultees had lodged an objection to a deeper dredge as they felt it would cause a slip of the saltings.
Cllr Thain said that the problem of water leaking from the lock gates at Heybridge Basin was still ongoing and when this has been rectified by the Canal Company less water which is supplied by Essex and Suffolk Water will be wasted.
RECOMMENDED: that the information be noted.

TRAFFIC REGULATION ORDERS
Members noted that the revocation of the Traffic Regulation Order with regard to Wantz Road and the removal of the pedestrian crossing adjacent to Iceland, High Street had been confirmed by the Maldon District Council Central Area Committee meeting held on 5th June 2002.
It was not known when the two way system would become operational and the pedestrian crossing removed.
Cllr Prior informed members that he had been making enquiries as to whether any recent traffic surveys had been undertaken with regard to the present systems WITHIN THE TOWN and the reasoning behind the proposed changes to the PRESENT SYSTEM but there was no evidence of such a survey having been carried out RECENTLY.
Discussion ensued and Cllr Thain proposed and Cllr Mrs. Foster seconded that the Town Council write to the District Council and Essex County Council on behalf of the residents insisting that traffic calming measures be installed by way of chicanes in Wantz Road and in the vicinity of the Ship and Anchor Public House, Mill Road prior to the revocation works being undertaken. Cllr Thain also felt that the 'give way to buses' signage in Mill Road was not adequate. Cllr Prior requested that traffic surveys be included on the agenda for a future Planning Committee meeting.
RECOMMENDED: that (a) letters be forwarded to the District Council and Essex County Council (i) on behalf of the residents insisting that traffic calming measures be installed by way of chicanes in Wantz Road and in the location of the Ship and Anchor Public House, Mill Road prior to the revocation works being undertaken;
(ii) they be asked to provide additional 'give way to buses' signage in Mill Road.
(b) an agenda item regarding traffic surveys be included on a future Planning Committee agenda.
