CODE OF CONDUCT
Further to minute 3 of the Planning Committee meeting held on 27th May 2002, members received a copy of a letter from the Monitoring Officer, Maldon District Council that had previously been circulated to all District Council members. The letter confirmed that in view of the Code of Conduct it would be confusing for a Councillor to be on both Town and District Council Planning Committees. The Town Clerk reported that as a result of this letter Cllr. P. Roberts felt that he had no option but to resign from the Planning Committee.
RECOMMENDED: that the letter be noted and the appointment of two members to serve upon the Planning Committee be considered at the next Council meeting to be held on 24 June, 2002.

Inspected: 8th June 2002 I have read the report attached to the
application including the responses to Nigel Cowlin's questions.
This is a substantial tree situated approximately 15m from the garage
in question and is much nearer to 46 St. Giles Crescent.
My external
inspection of the garage did not reveal any cracks.
The tree was
growing long before the garage and extension at No. 21 Beacon Hill
were built and the foundations should have been constructed taking
note of the size of the oak tree. The tree should remain and any
necessary underpinning of the garage carried out. Recommend: refuse

the views of the Tree Warden.

Further to minute 7 of the Planning Committee meeting held on 27th May 2002, members noted that Cllr. Peter Roberts had forwarded the information regarding his attendance at the Blackwater Conference 2002 held at Five Lakes Golf and Country Club on Friday 24th May 2002.
RESOLVED: that the information submitted by Cllr. Roberts be forwarded to all members of the Planning Committee.

PLANNING POLICY
Members received and considered a report from the Town Clerk regarding a Planning Policy. The Chairman reported that if members wished to consider the Policy it would then have to be submitted to the Full Council for acceptance.
Discussion ensued and members went through the Policy making one or two amendments.
RECOMMENDED: that the Town Council accepts the Planning Policy as attached as Appendix A to these minutes.

APPEAL BY MR. AND MRS. A CAIN
SITE AT 7 FRANCIS MEWS, MARINERS WAY, MALDON, ESSEX, CM9 6YZ
Further to minute 80.a.7 of the Planning Committee meeting held on 8th October 2001, notification had been received that the Planning Inspectorate had allowed the above appeal. Members recalled that the Town Council objected to this application as it would cause over development of the site, be detrimental to the area and possibly overlook neighbouring properties.
RECOMMENDED: that the information be noted.
