of this municipal year and thanked them for their attendance which
was very much appreciated.

felt that consideration should be given to the depth of the footings
due to slippage and a reference was made to the confidential geotechnic

A letter of objection regarding the above application was circulated
at the meeting.
RESOLVED: that the Town Council object to this application for the
following: members felt it would be out of keeping with existing
houses in the area; over development of the site; contrary to policies
BE7,C1 and C4; concern about the access to the site and construction
vehicles due to the possibility of damage to the Ware Pond; investigations
to be carried out to ascertain the location of the spring water
that feeds the Ware Pond; suggest a full archaeological dig and
geological survey; regarding the response of item 10 on the planning
application form, members felt that there would be additional foul
sewage as a result of the additional occupancy.

Members noted the above application had been amended, the amendment
included details of cross sections through the site beyond to existing
adjacent buildings.
RESOLVED: that the Town Council objects to this application, members
expressed serious concerns with regard to the Ware Pond regarding
its spring water feed and damage caused by heavy construction vehicles.
Members suggest that the retaining wall be in place before work
commences. Members object to the proposed accommodation being for
mature people as there is a lack of low cost housing for young people
(item 5.11 and 5.12 of the planning statement) and support item
4.7 which refers to PPG3.

This is a substantial tree and is an important part of the treescape
in Wellington Road and therefore this application is a difficult
one to resolve. The tree does not appear to be doing any damage
to the adjacent fence, but does overhang the neighbouring property.
If the Tree Officer agrees the tree has outgrown its present site
then my recommendation is as follows:
Recommended: no objection to the removal of the existing tree but
its replacement should be of a semi mature type and sited so that
it can replace the existing tree in the overall treescape.
RESOLVED: that the Town Council objects to this application as members
felt the tree should be crown reduced at an appropriate time of
the year.

FIVE LAKES GOLF AND COUNTRY CLUB - 24TH MAY 2002
Members received and considered an invitation from Nicky Spurr,
Project Officer, The Blackwater Project to a conference regarding
the Blackwater Estuary, to be held at the Five Lakes Golf and Country
Club on Friday 24th May commencing at 9.00am and it was
RECOMMENDED: that Cllr Roberts attend the Blackwater Project Conference
and the relevant registration form be forwarded to Nicky Spurr,
Project Officer, the Blackwater Project.
In view of the fact that the closing date for registration was 10th
May 2002 it would not be possible to submit the details to the Council
Meeting.
211. MALDON CARNIVAL ASSOCIATION
PROPOSED ROAD CLOSURE SATURDAY AUGUST 3RD 2002
Notification had been received from the Maldon Carnival Association
that they wished to close: Cross Road and Mundon Road to Limebrook
Way between the times of 10.30am - 4.30pm (blocked at both ends);
and Fambridge Road, north bound, High Street and Mill Road between
2.00pm and 4.30pm. All roads to have a rolling road block.
Cllr K Smith declared an interest in the above.
RECOMMENDED: that the information be noted.
212. 'MALDON'S FUTURE - A COMMUNITY VIEW'
Members received a report from the Town Clerk regarding the official
launch of 'Maldons Future - A Community View' and it was
RECOMMENDED: that (a) The Foyer, Town Hall be used for the Official
Launch on Monday 27th May commencing at 6.30 pm;
(b) the invitations to the launch be issued by the Town Council;
(c) money for refreshments be financed from the Town Council hospitality
budget in accordance with section 111 of the Local Government Act
1972.
213. TOWN AND COUNTRY PLANNING ACT 1990
APPEAL BY MR. K W DUNLOP ESQ
SITE AT 50 BEELEIGH ROAD, MALDON, ESSEX CM9 5QJ
Further to minute180.a.3 of the Planning Committee meeting held
on 9th April 2002, members received a copy of the Inspectors decision
together with a copy of the decision for an award of costs, from
these it was noted that the appeal had been refused and the District
Council awarded costs.
RECOMMENDED: that the information be noted.

BLUE BOAR HOTEL, SILVER STREET, MALDON
Further to minute 187.c.12 of the Planning Committee meeting held
on 2nd April 2002, members received the following written report
from the Tree Warden regarding the above application. Members were
reminded that the Town Council Planning Committee deferred making
comment regarding the above application until after the site meeting
with the District Council Officers.
TREE WARDEN REPORT
Based on further information it is now recommended that the tree
adjoining the stables be removed completely.
It is noted that two further Walnut trees are to be planted at the
car park entrance.
As far as the area fronting Coach Lane is concerned my original
concerns have now been answered by the further information and the
fact that two standard size Field Maples are to replace the existing
trees. This deals with my concerns for the area.
Cllr Roberts reported that two Officers of the District Council
were present at the meeting regarding the above application and
after discussion it was agreed that the trees should be removed
and replaced with two Field Maples.
RECOMMENDED: that the information be noted.

DESCRIPTION OF DEVELOPMENT: Removal of existing chalets and construction
dwellings, public open space, landscaping, new highways and associated
ancillary development of 124.
Information was received stating the appeal was to be decided following
a Public Inquiry which would be held on Tuesday and Wednesday 22/23
May 2002 commencing at 10.00am at the Council Offices, Princes Road,
Maldon.
The Chairman adjourned the meeting for a member of the public to
speak.
