Further to minute 129.c of the Planning Committee meeting held on 25th November 2002, the Chairman welcomed Mr. Ron Hall, Clerk to Maldon Harbour Improvement Commissioners (MHIC) to the meeting to report on the Maldon Harbour Improvement Commissioners and the Business Plan. Mr. Hall said that he would be happy to answer member's questions (Appendix A attached) and he made reference to the fact that the Business Plan actually showed a deficit of income.

A letter objecting to the above application and a letter of comment from the Maldon Society were circulated at the meeting.
Discussion ensued regarding this application during which reference was made to the fact that representations had been received from some members of the public for a clock to be retained in the High Street elevation. It was also felt that it would be beneficial if allocated visitors car parking spaces were labelled with a V. Reference was made to the letter from the Maldon Society stating that two of the policies contained in the draft District Plan do not appear to have been addressed.
RESOLVED: that the Town Council has no objection to this application but members expressed concern that the following policies have not been addressed; Policy M/H/10, which states that 30% of every development over 15 houses should be affordable housing; Policy M/SH/6, which states that all new developments in the town centre should provide an extension of public car parking areas adjacent to the development. Members also felt that a clock should be included in the High Street elevation.
5. FUL/MAL/02/01355 MALDON SOUTH

(a) Members received correspondence and a summary leaflet from Clive Tokely, Chief Planning and Development Services Officer, Maldon District Council regarding the Maldon District Draft Replacement Local Plan Revised Deposit.
(b) Members considered holding a special meeting to discuss the Maldon District Draft Replacement Local Plan Revised Deposit and it was felt that this would be beneficial.
RECOMMENDED: that a special meeting be held on 3rd February 2003 at 7.00pm prior to the Planning Committee meeting to discuss the Maldon District Draft Replacement Local Plan Revised Deposit.

WEST SQUARE PROPOSED NEW LAYOUT
Members received and considered a copy of the report of the Chief Planning and Development Services Officer to the District Council Planning and Licensing Committee meeting held on 16th January 2003 regarding the proposed improvement scheme for West Square.
Reference was also made to information received from the Essex County Council and Alfred McAlpine regarding various road closures, stating that London Road will only be closed if necessary but Gate Street will be closed. The Chairman informed members that the works were cosmetic improvements for pedestrians and should have little effect on traffic flow; a mini roundabout may be added at the Fambridge Road/Spital Road junction in 2004.
RECOMMENDED: that the information be noted.

MULTI MODAL TRANSPORT STUDIES
Members received and considered from the Essex County Council, Transportation and Operation Services correspondence and summary documents regarding Lois and Orbit transport studies.
Discussion ensued and it was
RECOMMENDED: that a letter be forwarded to Transportation and Operation Services, Essex County Council indicating that the Town Council felt that the suggestion of a bus lane on the A414 between Maldon and Danbury would not be feasible as the road is too narrow and suggesting that the railway be reinstated.

ROAD TRANSPORT IN ESSEX SURVEY
TOLLHOUSES, MILEMARKERS AND SIGNPOSTS
Members received and considered correspondence from the Conservation Assistant, Maldon District Council regarding the above survey suggesting that a volunteer carry out a rubbing of the surface of the two milestones in Maldon.
Cllr Savage indicated an interest in carrying out this work.
RECOMMENDED: that the Conservation Assistant, Maldon District Council be informed that Cllr Savage will take rubbings of milestone markers in Maldon.

OBJECTIONS TO PLANNING APPLICATIONS
Further to minute 123 of the Planning Committee meeting held on 25th November 2002, members received a response from the Chief Planning and Development Officer, Maldon District Council.
Discussion ensued and members were of the opinion that publicity should be given to the fact that members of the public can forward comments regarding planning applications to the Town Council.
RECOMMENDED: that a press release be issued informing residents that the Town Council are consultees regarding planning applications and comments regarding applications can be forwarded to the Town Council to be considered.
